Buying my First Bike - 2005 Ninja 250?

is tis a street bike or a dirt bike, my dirt bike is a 250, so if its a dirt bike its pretty fast. if this is a street bike is going to go slow as ballz. er this isnt a sports bike, this is like a learners bike and its not going to have a crazy powerband.
