Scholarship abroad for government employees from the Philippines?

I really want to study short term courses (1 to 3 months) abroad particularly in the field of agriculture, agricultural engineering, and community organizing. Though there are schlarships offered by other countries for government employees of the Philippine government, I could hardly avail one. Can anyone help me?
