Can I consume this herb?

So my friend got paticulares densiflora, or indian warrior from a site called Herbalfire.com and i know it has a nice relaxing effect in tea or apparently when smoked, but the bag said "Not for human consumption." Is this for legality reasons, or is this actually stuff made to not be consumed?
