1998 Ford Contour?

New battery, no chime even from doors, fuses are all good. Have not checked relays. No headlights, seems to be sensative when it rains. A few weeks ago the fuse box under the hood was steaming. Dealership could find nothing wrong. This time it started out with heater fan not working, and then has not started since. Any ideas would be appreciated. Thank you.
